For lithium ion battery powered vehicles simplifications for the shipping preparation in road transport according to ADR and sea transport according to IMDG code exist. But needed on all transport modes.
1. The manufacture of the lithium ion vehicle battery and of all other lithium cells and lithium batteries installed in the vehicle needs to be according to the Quality Management Program described in the transport regulations. Without a confirmtation of the manufacture according to QM Program a transport is not possible.
2. The lithium ion vehicle battery and all other lithium cells and lithium batteries installed in the vehicle need to have successfully passed the UN test series 38.3. Before shipping a declaration of conformity to that effect needs to be on hand. Without such a declaration of conformity shipping such a vehicle is not possible.

The lithium ion battery in the test vehicle is usually not tested accoring to the UN Test Series 38.3 yet and is stilla prototype of a lithium ion battery.
For road transport according to ADR this isnĀ“t a problem. Yet for air transport the shipping of such a prototye lithium ion battery in a test vehicles requires the approval according to Special Provision A88 from the state of departure.
